Method

Reach count, not a partition: an NGO working in several departments is counted once under each, so department values do not sum to the 680-NGO national total. Geocoded from the registry's free-text zone-of-intervention field, with about 76% of NGOs resolving to a department. A 2026 snapshot, not a time series.
