Communes with no registration or voting centre
The communes where no centre in the CEP register falls inside the commune boundary, drawn as polygons.
Method
Derived from the CIV point layer and the ADM2 commune boundaries by point-in-polygon. A centre outside every commune polygon is assigned to the nearest boundary within one kilometre, so a coastline rounding error cannot empty a commune that has a centre.
The register's own commune column is not used. It carries communal sections and localities as well as communes, so counting empty communes from it gives 13 and wrongly includes La Vallee and Arcahaie, both of which contain centres. The layer names a commune as empty only in the sense that no centre in the published register falls inside it. The council has published no decision excluding any commune from registration, and the layer copy does not say it has.
