Most of the remaining funds will be use to complete activities that are on going, in particular as a response of the emergency effort after Hurricane Matthew. Full disbursement of project proceeds is expected. Main activities, in particular School Feeding and Tuition Waiver Program, were implemented on time this School Year (third year in a row), quality of implementation improved, as did all aspects of the project (Financial Management, Procurement, Monitoring and Evaluation, Safeguards, Verification firm activities, dissemination of results with civil society, etc). With the restructuring, new indicators (below) reflect emergency activities and all other activities of the project accurately. Emergency response after hurricane (Oct, 2016): Progress continues on the activities under the emergency plan. With the extension of the project closing date, these activities, in particular, school repairs for the selected schools will be finished ahead of closing. Emergency school feeding was successfully implemented during the school year that finished in June 2017. The project has no funds to continue with emergency school feeding but the Bank is proactively engaging the government to maintain school feeding as part of the program in the near future. Component 1: Support to Primary Education Enrollment: Payments to schools for 2016-2017 school year were made on time, and verification reports were produced timely. The new, more-integrated approach to the monitoring and supervision of the TWP schools seems to have worked more efficiently (e.g. report to be produced by October 2017). This new approach is part of the TWP improvement plan under implementation since last year, and included phone surveys, closer supervision to the less compliant schools, deeper involvement of DDEs, and the use of a scorecard for each schools to track compliance with the program, among others. Support to community schools is on time, teachers have been paid, school kits have been delivered, and the new community school strategy has been approved as part of the restructuring of the project (see restructuring document available in the Bank's website). The costs of these activities on community schools will be taken over by the new project PEQH once the EFA-II closes. Component 2: Support to Improved Student Attendance: The component continues to achieve their targets on the school health and nutrition Program and concluded in June 2017. Resolution of issues in the training and graduation of FIA teachers is pending, in particular the hiring of those teacher by the MENFP. Component 3: Strengthening Sector Management: The activities under this component advanced well, including the support to the Sector Plan for the next 10 years (with some delays), but the pilot of the Quality Assurance System was carried out and data is being analyzed. Several other activities, including training for ministry staff, have been carried out. Indicators were also included in the restructuring that better capture the activities of this component. Component 4: Project Management, Monitoring and Evaluation: The Task Team is supporting improvements of MENFP’s M&E systems by applying the SABER-M&E tool, which is completed (publication will soon be done). The Project is also supporting the development of a sustainable M&E Plan for the near future and rallying all donors around it. Project management and monitoring is adequate, reports are delivered mainly on time, and there are no outstanding FM audit reports.
