FromMiyamoto’sassessment,theobjectivewasmet,butadditionalprojectsandfundingareneededto maintaintheongoingpurchasing,trainingandcertificationproceduresnecessarytoincreasecredibility andprofitabilityinamoresustainable,long-termcapacity.Throughthispreliminaryproject,Caribbrew wasabletosolidifyandcontinuerelationshipswithcoffeeandcacaoproducersandorganizationsand developregionalandindustrycontacts.OneofCaribbrew’smaingoalswastoidentifyadditionalsources offundingtocontinuethiswork.Thoughtheywereconnectedwithsomepotentialfundingideas (grants,USAIDDIV,etc.),Caribbrewisinadifficultmomentofgrowthwheretheyneedadditionalstaff towritefundingproposalsbutlackthefundingtobringonboardsuchadditionalhumanresources. ThemainchallengesfromtheCaribbrewprojectimplementationincluded: ●LackofhumanresourcecapacitywithinCaribbrew–Asasmallbusinessoperatedbyone person,therewaslimitedbandwidthformeetings,capacitybuildingandimplementation ●Limitedfinancialflexibilityasasmallbusiness ●Difficultoperatingcontext(inflation,safety,remotelocationoffarmersinHaiti). ●CaribbrewdidnothavedesignatedstafforaspecificpartnerinHaitiforimplementation. FriendsofMatènwa’sUS-basedteamwasresponsiveandcommittedtoprojectimplementation.They hadstrongHaitian-basedpartnersattheirprojectsitewhomtheyprioritized.Themainchallengesfor projectimplementationwere: ●InflationinHaitiandtheremotelocationofLaGonavedrasticallyincreasedthepriceof constructionmaterials.Thisledtoalargereductioninthenumberofhousesthatcouldbebuilt andthereforeareductioninprojectimpact. ●Lackofconstructionoversight,accesstoqualitymaterialsandknowledgeofspecific disaster-resistantstandardsledtotheconstructionofhousesthatdidnotmeetminimumsafety requirementsandneededcostlyretrofits. ●Matènwa'soriginalproposalincludedextensiveuseofplasticbottlesintheconstruction. Miyamotofurtherinvestigatedtheuseofplasticwasteinconstruction,includingaseparately fundedcomparativestudyontheuseofplasticinconstructionacrossmultiplecountries,and concludedthatitisnotsafeduetoenvironmentalsafetyandstructuralconsiderations; therefore,Miyamotorecommendednottousebottlesinweight-bearingwalls.Itwas determinedthattheycouldbeusedinthenon-structuralpartitionwallinsidethehome,and updatedstructuralplansreflectedthis.Intheend,plasticbottleswerenotusedformosthouses. TheteamongroundcouldnotfindthequantityofplasticbottlesontheislandofLaGonaveand duetoinsecurityinPortauPrince,theycouldnotgotopurchasethemtobringbacktoLa Gonave. Recommendations ●Futureprojectsshouldhavemoreextensiverequirementsaroundconstructionimplementation, suchasrequiringengineeringoversightandtechnicalreviewofconstructionplans.SeeSection7 Recommendationsforfurtherdetails.Miyamotoalsofrequentlyconductstrainingsformaterials producers(e.g.blockmakers)andhomeownersthemselves,thiscouldhelpmainstreamdisaster resilienceandcode-compliancewithintheconstructionindustryinHaitiorotherhost countries. ●FriendsofMatènwaappliedforthisprojectundertheunderstandingthatthisneededtobean innovativebusinessmodel.Theythereforeemphasizedthehousingloanmodelandincome generatinggardens.However,duringtheTaskOrderdraftingandprojectimplementation,the focusprioritizeddisaster-resilientconstructioninstead.Futureiterationsoftheinvestortankand DPAmodelshouldclearlyandrepeatedlyemphasizethefocusfromthebeginningtoensurethat projectvisionsarealigned. 1.3H.O.P.E.Haiti Theobjectiveoftheprojectwasto Toincreaseaccesstolife-savinghealthcareanddisasterriskreductioneducationbyexpanding boththescopeandfrequencyofthefiveoperationalelementsoftheSante’nanLakouhealth caremodeltobuildthecapacityofremotecommunitiesthroughdecentralizedservicesand training. Thisobjectivewasclearlymetthroughanextensivescheduleoflife-savinghealthcareactivities implementedandaseriesofdisasterriskreductiontrainingsessionsforhospitalandoutreachstaff.
