Le projet d'Accélérateur de partenariat avec la diaspora (DPA), financé par l'USAID, visait à impliquer les organisations de la diaspora dans les efforts d'aide humanitaire et de réduction des risques de catastrophe en Haïti. FromMiyamoto’sassessment,theobjectivewasmet,butadditionalprojectsandfundingareneededto maintaintheongoingpurchasing,trainingandcertificationproceduresnecessarytoincreasecredibility andprofitabilityinamoresustainable,long-termcapacity.Throughthispreliminaryproject,Caribbrew wasabletosolidifyandcontinuerelationshipswithcoffeeandcacaoproducersandorganizationsand developregionalandindustrycontacts.OneofCaribbrew’smaingoalswastoidentifyadditionalsources offundingtocontinuethiswork.Thoughtheywereconnectedwithsomepotentialfundingideas (grants,USAIDDIV,etc.),Caribbrewisinadifficultmomentofgrowthwheretheyneedadditionalstaff towritefundingproposalsbutlackthefundingtobringonboardsuchadditionalhumanresources. Theyachievedthefollowingactivities: 1.Purchased3,000lbsofcoffeebeansfromCOOPCAB 2.DeterminedandcompletedthepreliminarystepsforUSDAorganiccertification 3.Hosted2trainingsessionsforfarmersonclimatesmartfarmingandDRRmethods 4.Hostedanagribusinesscourseforstudents Despitelimitedon-the-groundpersonnelandactivities,highlightsfromCaribbrew’sevaluationefforts include: ●Allstudents(ages14-17)whoweresurveyed(41/41)indicatedtheirinterestinadditional sessionsonagribusinesstopicsandindicatedthattheyhavenotyetmadedecisionsabouttheir futurecareerplans.OneofCaribbrew’slongtermgoalsistorevivethecoffeeandcacao industriesinHaitiasviablecareeroptions,thereforethisagegroupofstudentsrepresentsa promisingtargetaudienceforadditionaloutreachtoshiftknowledgeandbehavior. ●Attendanceforthesecondfarmertrainingsessionincreasedfrom10to50attendees.Though noformalfeedbackwascollectedbeyondtestingknowledgeretention,thisdemonstrates positiveinformalfeedbackandsignificantinterestinadditionaltrainingsessions.Futurefunding DiasporaPartnershipAccelerator (DPA):AnInnovativePartnership ModelforLeveragingNew HumanitarianVoicesandSolutions FinalReport:July2023 3 MiyamotoInternational,Inc. shouldprioritizetrainingincacaofarmingresilience.Notably,100%ofattendeesatthefirst sessionweremale,despiteCaribbrew’sobjectivetotargetmorewomenfarmers.Moretargeted recruitment,includingconsiderationsforaccessibilityandinclusivityoftrainingsessions,would beneededforfuturesessions. ThemainchallengesfromtheCaribbrewprojectimplementationincluded: ●LackofhumanresourcecapacitywithinCaribbrew–Asasmallbusinessoperatedbyone person,therewaslimitedbandwidthformeetings,capacitybuildingandimplementation ●Limitedfinancialflexibilityasasmallbusiness ●Difficultoperatingcontext(inflation,safety,remotelocationoffarmersinHaiti). ●CaribbrewdidnothavedesignatedstafforaspecificpartnerinHaitiforimplementation. MainrecommendationsfromtheCaribbrewprojectimplementationinclude: ●Providediasporaorganizationswithclearestimatesandscheduleoftimecommitmentfortheir participationintheDPA,includingexpectationsaround: 1.Onboarding/startup(trainingonUSAID/Vistantprocedures,ScopeofWorkandTask Orderdrafting,contracting,etc.) 2.CapacityBuildingsessionscheduleandattendanceexpectations ●Expandonboarding/trainingonUSAID/Vistantrequirementsandprocedures.Thoughakick-off sessionwasconducted,therewerestillmanymisunderstandingsaroundcontractingand invoicing.Additionaltrainingoron-boardingsessionsandsupportcouldbeprovided. 1.2FriendsofMatènwa Theobjectiveoftheirprojectwasto: ToreduceexposuretonaturaldisastersandpublichealthrisksamongresidentsofLaGonaveby improvingtheiraccesstosafeanddignifiedshelterthroughaninnovative,sustainableloanmodel pilotthatprovides: a.modelhomestoinfluencecommunitymembers’andbuilders’standardsofthelevelof qualitythatispossibleintheircontext b.affordablehousingforthreepreliminarycohorts,includinginnovativedesignsthat reducedisasterexposure,reducewaste,andconnectresidentswithlong-term, resilience-buildingservicessuchasincome-generatinggardens c.generatesfundsthroughaloanrepaymentprogramfortheprovisionofadditional homes. Theyachievedthefollowingactivities: 1.Constructed7housesofwhich4wereretrofitted 2.Conducteddisaster-resistantconstructiontrainings 3.Exploredhousingloanoptionsandbasedonfeedbackaredevelopingarent-to-ownloanoption (pendingreviewbyHaitianlawyersandfinancialpartners)thatcouldbeamodelforprivateand publicinvestmentinaffordablehousingthroughoutHaiti. Miyamotobelievestheobjectivesforthehomesweremet.Thehomesarenowdisaster-resistantand FriendsofMatenwawasabletokeepcostsminimizedinordertoensurethattheyremainaffordable. Miyamotoledtheimplementationofanevaluationpre-surveyduringasitevisitinApril2023,which askedprojectparticipants(e.g.constructionworkers,masons,cabinetmakers,accountant,vendors,site graders,MatenwaLearningCenterstaff,communitymembers)abouttheirunderstandingoftheproject’s objectivesanddisaster-safehousing..Matènwaledtheimplementationofthepost-surveyinJuly2023. Thepost-evaluationsurveyresults,whichdemonstrateprojectimpact,willbesubmittedwithMatènwa’s FinalReport,howevertheresultsofthepre-evaluationsurveyareprovidedbelow. FriendsofMatènwa’sUS-basedteamwasresponsiveandcommittedtoprojectimplementation.They hadstrongHaitian-basedpartnersattheirprojectsitewhomtheyprioritized.Themainchallengesfor projectimplementationwere: ●InflationinHaitiandtheremotelocationofLaGonavedrasticallyincreasedthepriceof constructionmaterials.Thisledtoalargereductioninthenumberofhousesthatcouldbebuilt andthereforeareductioninprojectimpact. ●Lackofconstructionoversight,accesstoqualitymaterialsandknowledgeofspecific disaster-resistantstandardsledtotheconstructionofhousesthatdidnotmeetminimumsafety requirementsandneededcostlyretrofits. ●Matènwa'soriginalproposalincludedextensiveuseofplasticbottlesintheconstruction. Miyamotofurtherinvestigatedtheuseofplasticwasteinconstruction,includingaseparately fundedcomparativestudyontheuseofplasticinconstructionacrossmultiplecountries,and concludedthatitisnotsafeduetoenvironmentalsafetyandstructuralconsiderations; therefore,Miyamotorecommendednottousebottlesinweight-bearingwalls.Itwas determinedthattheycouldbeusedinthenon-structuralpartitionwallinsidethehome,and updatedstructuralplansreflectedthis.Intheend,plasticbottleswerenotusedformosthouses. TheteamongroundcouldnotfindthequantityofplasticbottlesontheislandofLaGonaveand duetoinsecurityinPortauPrince,theycouldnotgotopurchasethemtobringbacktoLa Gonave. Recommendations ●Futureprojectsshouldhavemoreextensiverequirementsaroundconstructionimplementation, suchasrequiringengineeringoversightandtechnicalreviewofconstructionplans.SeeSection7 Recommendationsforfurtherdetails.Miyamotoalsofrequentlyconductstrainingsformaterials producers(e.g.blockmakers)andhomeownersthemselves,thiscouldhelpmainstreamdisaster resilienceandcode-compliancewithintheconstructionindustryinHaitiorotherhost countries. ●FriendsofMatènwaappliedforthisprojectundertheunderstandingthatthisneededtobean innovativebusinessmodel.Theythereforeemphasizedthehousingloanmodelandincome generatinggardens.However,duringtheTaskOrderdraftingandprojectimplementation,the focusprioritizeddisaster-resilientconstructioninstead.Futureiterationsoftheinvestortankand DPAmodelshouldclearlyandrepeatedlyemphasizethefocusfromthebeginningtoensurethat projectvisionsarealigned. 1.3H.O.P.E.Haiti Theobjectiveoftheprojectwasto Toincreaseaccesstolife-savinghealthcareanddisasterriskreductioneducationbyexpanding boththescopeandfrequencyofthefiveoperationalelementsoftheSante’nanLakouhealth caremodeltobuildthecapacityofremotecommunitiesthroughdecentralizedservicesand training. Thisobjectivewasclearlymetthroughanextensivescheduleoflife-savinghealthcareactivities implementedandaseriesofdisasterriskreductiontrainingsessionsforhospitalandoutreachstaff. Mainchallengesfortheimplementationofthisprojectincluded: ●LimitedavailabilityandresponsivenessofH.O.P.E.HaitiUS-basedlead.Busyandconflicting schedulesmeantverylimitedtimetoparticipateincapacitybuildingsessionsorcheck-in meetings.Asaresult,MiyamotofocusedcapacitybuildingsessionsontheHaiti-basedstaff, whichseemedtobeanexcellentuseofresourcesandpositivedemonstrationofcommitmentto theintendedbeneficiaries. ●Securityconcernslimitedtheabilityforsitevisitsandcausedsomedelaysinactivities.H.O.P.E. staffweredirectlytargeted,causingserioussafetyconcerns,howevertheteaminHaitiwasable togarnerlocalsupportandstrengthentheircommitmenttothecommunityasaresult. Allexpectationsshouldbeincludedinthetaskorder,particularlyaroundreporting requirements,capacitybuildingattendanceandtimecommitment,andanyM&Ethatwillbe expected.Aclearerbreakdownofbudgetanddisbursementschedulewouldalsobehelpful. USAIDmightconsiderrequestingaprojectbudgetfromtheorganizationstohelpassistwith projectimplementationandoversight. Why?Forfutureprojectsthathavemoreon-the-groundactivities,itcouldbeespeciallyhelpful topromotepartnershipsinHaitithroughlocalbrandingofmaterials,banners,etc.Thiswould alignwiththeDPAgoalofstrengtheningthesepartnerships. 5.ThefocusonDRRneedstobeemphasizedthroughoutInvestorTankcompetition andstart-upphase Miyamotorecommendsmoredetailedmessagingaroundtherequirementsforprojectstohave clearDRRobjectivesandactivities.
