Allthreediaspora-ledmicro-projectsweresuccessfullyimplemented.Anoverviewoftheproject
activitiesandrelatedrecommendationsareprovidedbelow.
1.1Caribbrew
Caribbrew’sprojectobjectivewas:
ToincreasecredibilityandprofitabilityofHaitiancoffeefarmers,whilealsoreducingdisasterand
economicrisk,bystartingtheUSDAOrganicandFairtradecertificationprocesseswiththe
COOPCABcooperative,byprovidingdownpaymentsonfutureordersandrawmaterials,and
byprovidingtrainingonsupplychainstandardizationandclimate-smartmethodsbyMarch2023.
FromMiyamoto’sassessment,theobjectivewasmet,butadditionalprojectsandfundingareneededto
maintaintheongoingpurchasing,trainingandcertificationproceduresnecessarytoincreasecredibility
andprofitabilityinamoresustainable,long-termcapacity.Throughthispreliminaryproject,Caribbrew
wasabletosolidifyandcontinuerelationshipswithcoffeeandcacaoproducersandorganizationsand
developregionalandindustrycontacts.OneofCaribbrew’smaingoalswastoidentifyadditionalsources
offundingtocontinuethiswork.Thoughtheywereconnectedwithsomepotentialfundingideas
(grants,USAIDDIV,etc.),Caribbrewisinadifficultmomentofgrowthwheretheyneedadditionalstaff
towritefundingproposalsbutlackthefundingtobringonboardsuchadditionalhumanresources.
Theyachievedthefollowingactivities:
1.Purchased3,000lbsofcoffeebeansfromCOOPCAB
2.DeterminedandcompletedthepreliminarystepsforUSDAorganiccertification
3.Hosted2trainingsessionsforfarmersonclimatesmartfarmingandDRRmethods
4.Hostedanagribusinesscourseforstudents
Despitelimitedon-the-groundpersonnelandactivities,highlightsfromCaribbrew’sevaluationefforts
include:
●Allstudents(ages14-17)whoweresurveyed(41/41)indicatedtheirinterestinadditional
sessionsonagribusinesstopicsandindicatedthattheyhavenotyetmadedecisionsabouttheir
futurecareerplans.OneofCaribbrew’slongtermgoalsistorevivethecoffeeandcacao
industriesinHaitiasviablecareeroptions,thereforethisagegroupofstudentsrepresentsa
promisingtargetaudienceforadditionaloutreachtoshiftknowledgeandbehavior.
●Attendanceforthesecondfarmertrainingsessionincreasedfrom10to50attendees.Though
noformalfeedbackwascollectedbeyondtestingknowledgeretention,thisdemonstrates
positiveinformalfeedbackandsignificantinterestinadditionaltrainingsessions.Futurefunding

sessionweremale,despiteCaribbrew’sobjectivetotargetmorewomenfarmers.Moretargeted
recruitment,includingconsiderationsforaccessibilityandinclusivityoftrainingsessions,would
beneededforfuturesessions.
ThemainchallengesfromtheCaribbrewprojectimplementationincluded:
●LackofhumanresourcecapacitywithinCaribbrew–Asasmallbusinessoperatedbyone
person,therewaslimitedbandwidthformeetings,capacitybuildingandimplementation
●Limitedfinancialflexibilityasasmallbusiness
●Difficultoperatingcontext(inflation,safety,remotelocationoffarmersinHaiti).
●CaribbrewdidnothavedesignatedstafforaspecificpartnerinHaitiforimplementation.
MainrecommendationsfromtheCaribbrewprojectimplementationinclude:

participationintheDPA,includingexpectationsaround:

Theobjectiveoftheirprojectwasto:
ToreduceexposuretonaturaldisastersandpublichealthrisksamongresidentsofLaGonaveby
improvingtheiraccesstosafeanddignifiedshelterthroughaninnovative,sustainableloanmodel
pilotthatprovides:
a.modelhomestoinfluencecommunitymembers’andbuilders’standardsofthelevelof
qualitythatispossibleintheircontext
b.affordablehousingforthreepreliminarycohorts,includinginnovativedesignsthat
reducedisasterexposure,reducewaste,andconnectresidentswithlong-term,
resilience-buildingservicessuchasincome-generatinggardens
c.generatesfundsthroughaloanrepaymentprogramfortheprovisionofadditional
homes.
Givendifficultieswithconstructionandattainingconstructionmaterials,theprojectwasableto
complete7modelhomes(bulletA)andFriendsofMatenwaisstillfinalizingthedetailsonthe
homeownercohorts(bulletb)andtheloan(bulletc).However,thechallengesinconstructionquality
createdanopportunityformoreawarenessandtrainingondisaster-resistantconstructionpractices

Miyamotoledtheimplementationofanevaluationpre-surveyduringasitevisitinApril2023,which
askedprojectparticipants(e.g.constructionworkers,masons,cabinetmakers,accountant,vendors,site
graders,MatenwaLearningCenterstaff,communitymembers)abouttheirunderstandingoftheproject’s
objectivesanddisaster-safehousing..Matènwaledtheimplementationofthepost-surveyinJuly2023.

FriendsofMatènwa’sUS-basedteamwasresponsiveandcommittedtoprojectimplementation.They
hadstrongHaitian-basedpartnersattheirprojectsitewhomtheyprioritized.Themainchallengesfor
projectimplementationwere:
●InflationinHaitiandtheremotelocationofLaGonavedrasticallyincreasedthepriceof
constructionmaterials.Thisledtoalargereductioninthenumberofhousesthatcouldbebuilt
andthereforeareductioninprojectimpact.
●Lackofconstructionoversight,accesstoqualitymaterialsandknowledgeofspecific
disaster-resistantstandardsledtotheconstructionofhousesthatdidnotmeetminimumsafety
requirementsandneededcostlyretrofits.
●Matènwa'soriginalproposalincludedextensiveuseofplasticbottlesintheconstruction.
Miyamotofurtherinvestigatedtheuseofplasticwasteinconstruction,includingaseparately
fundedcomparativestudyontheuseofplasticinconstructionacrossmultiplecountries,and
concludedthatitisnotsafeduetoenvironmentalsafetyandstructuralconsiderations;
therefore,Miyamotorecommendednottousebottlesinweight-bearingwalls.Itwas
determinedthattheycouldbeusedinthenon-structuralpartitionwallinsidethehome,and
updatedstructuralplansreflectedthis.Intheend,plasticbottleswerenotusedformosthouses.
TheteamongroundcouldnotfindthequantityofplasticbottlesontheislandofLaGonaveand
duetoinsecurityinPortauPrince,theycouldnotgotopurchasethemtobringbacktoLa
Gonave.

Recommendations
●Futureprojectsshouldhavemoreextensiverequirementsaroundconstructionimplementation,
suchasrequiringengineeringoversightandtechnicalreviewofconstructionplans.SeeSection7
Recommendationsforfurtherdetails.Miyamotoalsofrequentlyconductstrainingsformaterials
producers(e.g.blockmakers)andhomeownersthemselves,thiscouldhelpmainstreamdisaster
resilienceandcode-compliancewithintheconstructionindustryinHaitiorotherhost
countries.
●FriendsofMatènwaappliedforthisprojectundertheunderstandingthatthisneededtobean
innovativebusinessmodel.Theythereforeemphasizedthehousingloanmodelandincome
generatinggardens.However,duringtheTaskOrderdraftingandprojectimplementation,the
focusprioritizeddisaster-resilientconstructioninstead.Futureiterationsoftheinvestortankand
DPAmodelshouldclearlyandrepeatedlyemphasizethefocusfromthebeginningtoensurethat
projectvisionsarealigned.

Toincreaseaccesstolife-savinghealthcareanddisasterriskreductioneducationbyexpanding
boththescopeandfrequencyofthefiveoperationalelementsoftheSante’nanLakouhealth

training.
Thisobjectivewasclearlymetthroughanextensivescheduleoflife-savinghealthcareactivities
implementedandaseriesofdisasterriskreductiontrainingsessionsforhospitalandoutreachstaff.

ChallengesandrecommendationsforCapacityBuildingSessions:
Overall,thecapacitybuildingsessionswereeffectiveandrespondedtotheneedsandinterestsofthe
Diasporaorganizations.TheydifferedsignificantlyfromMiyamoto’soriginalproposedplan,howeverit
wasimportanttoberesponsiveratherthanprescriptiveintheapproach.Forfutureiterationsofthe
project,Miyamotorecommends:
1.Implementingasurveyatthebeginningandmidpointoftheprojecttocollectideasandrequests
forsessiontopicsaswellasdevelopingaclear,SMARTobjectiveforeachorganization(e.g.“by
theendoftheproject,wewouldliketosubmit1grantproposal”)thatcanbemeasured.

perorganization.WhileMiyamototriedtobeflexibleandresponsivetothechallenging
schedulesandneedsofeachorganization,theresultwasalackofclarityaroundparticipation
andscheduling,alackofaunifiedorthrough-lineobjectiveordirectionofthesessions,and
significantworkbyMiyamoto’steamtoaccommodatedifferingneeds.
3.Encourageorrequiremorediverseparticipationinthesessionsbeyondtheonepointofcontact
perorganization.AdditionalUSandHaitian-basedstaffandHaitian-basedpartnersshouldbe
encouragedtoparticipate.Aregularschedulewouldallowformoreplanning,invitations,and

Themainchallengesforconductingsitevisitswere:
●Safety/securityconcerns,travelrestrictions,andremotelocationsofthesites
●Lackofon-siteprojectactivitiesduringearlyandmid-implementationphases.
Recommendationsforsitevisitsinclude:
●IfHaitian-basedcounter-partsorpointsofcontactareestablishedandinvolvedfromthe
beginning(includingmeetings,check-ins,SoWdrafting,etc.),thentheImplementingPartnermay
beabletoconductearlierormorefrequentsitevisits.Forexample,iftherewasaHaitian-based
pointofcontactfortheCaribbrewproject,Miyamotomighthavebeenabletomeetwiththem
priortofarmertraining.
●Locationsforprojectsshouldbeconsideredintheprojectselectionandbudgetforthe
implementingpartners.Forexample,giventheinaccessibilityofLaGonave,whichincludeda
costlyprivateplane,monthlysitevisitswereimpracticalandwouldhaveexceededMiyamoto’s
sitevisitbudget.

1.Pre/Designphasestartup
Miyamotorecommendsamoreextensiveandpurposefulstart-upphasethatwouldinclude:
●Smallpre-projectfunding(e.g.,$5k)fordiasporaorganizationstofundstafftimeon
projectplanning,designandproposaldevelopment,andparticipationinonboarding
●Co-creationofcapacitybuildingscheduleandthemes
●M&Eexpectationsandtraining

motivatingandengagingtheorganizations,howeverwiththeshifttoimplementationphasesome
expectationsseemedtosurpriseorganizations.Finally,thetaskorderwritingprocesswas
extensiveforthisproject,andsmallorganizationsandtheirstaffshouldbecompensatedfor
theirtimewithclearerexpectationsandtimelines.
2.Developmoreuser-friendlytemplateforScopeofWorkwithclearexpectations
Asimplerandmoredirectproposaltemplatecouldbedevelopedforthescopeofworkandtask
order.Question-and-answerstyletemplatestendtoworkwell,suchas“Whatistheoverallgoal
ofyourproject?”“Whatistheproblemyouareaddressing?”withspacetoaddresseach
question.
Allexpectationsshouldbeincludedinthetaskorder,particularlyaroundreporting
requirements,capacitybuildingattendanceandtimecommitment,andanyM&Ethatwillbe
expected.Aclearerbreakdownofbudgetanddisbursementschedulewouldalsobehelpful.
USAIDmightconsiderrequestingaprojectbudgetfromtheorganizationstohelpassistwith
projectimplementationandoversight.
Why?TheSoWandTOdraftingphasewaslengthyandwasnotapositivewaytokickoffthe
partnerships.Theseorganizationsdidnothavegrantwriters,normuchexperiencewiththis
kindofwritingorcontracting.Somealsofelttheyhadtostrayfromtheiroriginalprojectideas.

mightbemorerealisticthanmonthlytailoredsessions.Thesecanbescheduledaheadoftimeso
thatthereisopportunityforbetterpreparation,invitationstowiderstaffandpartners,andso
thatsessionscanberecorded(ratherthanrescheduled)whenthepointofcontacthasa
scheduleconflict.
4.Considerco-branding
Thoughthiswasnotanissueinthisproject,Miyamotowouldrecommendaco-branding
approachforfutureprojectsthatwouldallowprojectmaterialstoreflectthediasporagroups
andtheirexpertiseandwouldalsoenabletheopportunityformorepromotionandgrowthof
thesmallorganizations.
Why?Forfutureprojectsthathavemoreon-the-groundactivities,itcouldbeespeciallyhelpful
topromotepartnershipsinHaitithroughlocalbrandingofmaterials,banners,etc.Thiswould
alignwiththeDPAgoalofstrengtheningthesepartnerships.
5.ThefocusonDRRneedstobeemphasizedthroughoutInvestorTankcompetition
andstart-upphase
Miyamotorecommendsmoredetailedmessagingaroundtherequirementsforprojectstohave
clearDRRobjectivesandactivities.
Why?TherewassomeconfusionaroundDRRasacentralthemeandprojectsindicatedthat
theywonwithprojectsthatwerebusiness-focusedandthenlaterhadtoswitchtoDRR.More
clearmessagingwillhelpkeepaunifiedvisionthroughouttheprogramandwillimprove

6.Adaptinvoiceanddisbursementschedulestoaccommodatelackofoverhead
MiyamotorecommendsthatUSAIDandVistantcontinuetheprocessofprovidingphased
disbursementsthatareadvancesforworktobecompleted.Thisscheduleshouldbeclearly
markedintheTaskOrder(includingindicating30dayinvoiceprocessingtimelines),andclearly
explainedthroughouttheon-boardingphase.
Why?Diasporaorganizationshadalearningcurvetounderstandtheinvoicingscheduleand
futureDPAparticipantsmaynothavethecashtoimplementactivitiesandtheninvoicefor
reimbursement.
7.IncludeHaitianpoints-of-contactintheDPAprojectteam
Miyamotorecommendsworkingwithalargergroupofrepresentativesfromeachorganization
ratherthanonepoint-of-contact.Thisincludesinvitingotherstafforpartnerstoattend
meetingsorcapacitybuildingsessions,butalsocouldincludeHaitian-basedcounterparts.For
example,theCaribbrewprojectdidnothaveanyoneinHaiti,butcouldhavebenefittedfromit.
Perhapsinthecompetition,havingclearandactiverepresentativesonthegroundinHaiticould
bearequirementorarecommendation.
●Note:inclusionofbudget,timeandpersonnelfortranslationduringmeetingsand
sessionswillalsobecriticaltoincludeifmoreHaitiancounterpartswillbeengaged.
Why?Thiswouldhelpincreasetheimpactoftheproject.Often,Miyamotowasbuildingthe
capacityofjustoneperson(thepointofcontact)ratherthananentireorganization,ortheir
partners.MoreinvolvementofpeopleonthegroundinHaitiwouldalsoincreaseaccountability
toHaitianbeneficiaries.
8.Nimblerprojectpartnerorganization
Ifpossible,reducethenumberofpartnersforanimblerprocesswithmorefundingand
emphasisgoingtothediasporaorganizationsandtheirprojectsratherthanproject
administration.
Why?Thoughperhapsunavoidable,thenumberofpartnersandtheirroleswasnotcleartothe
Diasporaorganizations–specificallythedifferentpurposesofUSAID,Vistant,Miyamotoand
HRA.Morecouldbedonetoclarifythisduringonboarding,howevereventuallythenumberor
projectscouldbereducedsothatmoreofthefundingisgoingtotheprojectsinHaiti.

Thevirtualpresentations,websiteandvotingprocessforengagingtheDiasporaduringthe
preliminaryphaseofthisprojectwereveryeffectiveandwellreceived.Futurevirtualsessions
maynotbeaswellattendedasthosethatoccurredatthebeginningofthepandemic,however
Miyamotorecommendsacontinuationofthismodel.Furtherdetailsonprojectrequirements
(suchasaDRRfocus,capacitysessionattendance,reportingandtimecommitment)shouldbe
clarifiedatthebeginningandrepeatedthroughouttheselection,start-upandimplementation
phases.
Why?HRAdidanexcellentjobwithengagingorganizationsandvotersbymakingthesessions
interactiveandcreative.Thisaspectoftheprojecthelpedtosolidifyitsmissionofputting
diasporavoicesandpartnersfirst,andwasenjoyedbyallpartners.

availableforthetransportofconstructionmaterials,suchasPortlandType1cementandreinforcing

providesheltertofamiliesintheLaGonâve
communityandtodevelopahousingmodeland
regenerativeloanprogramthatwouldfundadditional
housesastheloansarerepaid.Byusingthegrantfundingtosponsorthepurchaseoflandandthe
constructionofinitialhouses,theprojectsetouttolaunchaninnovativewayforcommunitymembers
topurchaseadisaster-safehousewhilecontributingtoafundthatwouldsupportfutureconstructionof
safehomesfortheirneighbors.

InJune2023,anengineerfromMiyamoto’sofficein
Port-au-PrincetraveledtoLaGonâvetoexchange
knowledgewithMatènwa’sengineerandconstruction
workersaroundbuildingsafelydespitedifficultcost
andtransportrestrictions.Theengineerprovided
retrofitdesignsforexistinghousesthataccountedfor
thewindhazardsandseismicityonLaGonâve,andhe
workedwithlocalconcreteblockmakerswhousea
hand-pouringtechnique,inordertoaligntheirskills
withgovernmentrecommendations.Bymeetingthe
qualitystandards,theseblockmakerscancontinueto
makelocallyavailableandaffordableblocksforhousingconstructionlongaftertheengineerhasreturned
tothemainlandandtheprojecthasclosed.

capacitytobuildhousesthatmeetinternationalnormsand
