The organic bill for the Permanent Electoral Council, prepared under President Jovenel Moïse and revised on 13 November 2018: the council's composition, how its members are designated, its powers, its internal organization and its relations with the other branches. The 1987 Constitution provides for a permanent council Haiti has never had, having been governed since by provisional ones; this bill is one of the attempts to create it.
