Education Diagnostic of the South-East Department
- Covers the South-East departmental education directorate.
- Built on a common plan across the departments: context, access and participation, internal efficiency, quality of education, governance.
- Reports access to fondamental cycles 1 and 2 and the internal efficiency of the directorate.
- Prepared under EU project FED/2018/399-739 with technical support from IIEP-UNESCO.
The departmental education diagnostic for South-East, one of a set prepared in November 2019 under the project to improve the Haitian education system through planning and strategic steering, financed by the European Union under FED/2018/399-739 with technical support from IIEP-UNESCO. Every volume follows the same plan, which is what makes the set usable: geography, demography, political and institutional context and the departmental economy; access to and participation in the two fondamental cycles; the internal efficiency of the departmental directorate; the quality of teaching, beginning with how many teachers hold a qualification; and governance. Five of Haiti's ten departments are held here. The teacher qualification figures in these volumes are the constraint the national teacher training policy, also in this batch, sets out to address.
