Finding Haitian official data and documents

Ministry sites move to a new address, live files answer 404, domains their institutions have given up answer 200 with somebody else's page, and a working listing can come back from a plain fetch with no text in it. Most of what stops a researcher reaching a Haitian official source is mechanical. Each figure below carries the date of the .ht sweep that produced it.

IHSI, BRH, MEF and CSCCA publish most of Haiti's official numbers

IHSI, the national statistics institute, publishes the consumer price index, population estimates and the household survey series. BRH, the central bank, publishes exchange rates, monetary aggregates, the balance of payments and banking supervision returns. MEF, the finance ministry, publishes budget laws, the TOFE fiscal tables and monthly revenue reporting. CSCCA, the audit court, publishes budget execution and audit reports.

Sectoral figures come from the line ministry: MSPP for health, MENFP for education, MARNDR for agriculture, ANARSE and EDH for electricity. World Bank, IMF, UN agency and ACLED series cover the same subjects on different definitions, so start from the national return where one exists.

A 403, a TLS failure and a timeout all come from a running server

A path that 404s on a host that answers is a wrong link, and so is a hostname that fails to resolve from several resolvers. Retry anything else.

A refusing host answers to a real browser binary, a durable profile carrying a returning-visitor cookie, and a visible window, all three at once. Dropping any one of them put the refusal back against imf.org and several other hosts on 2026-08-06, in every combination tried.

Some government hosts answer 404 to a request carrying no referer

oldwebsite.mspp.gouv.ht returns a plain 404 with a zero-byte body to any request carrying no Referer. All 27 MSPP candidates in the 2026-08-23 sweep came back that way, and every one of them was live.

Sending the site's root as the referer, with an ordinary browser user-agent, returns 200 on the same URLs. A root that answers 403 to a bare request shows that the whole server checks referer and agent.

Retry a .gouv.ht 404 with a referer before recording the URL as dead.

A listing drawn in JavaScript returns success with an empty page

A JavaScript listing draws its rows after the page loads, so a plain fetch gets the shell and a status-only check scores it as a pass.

The BINUH document library at binuh.unmissions.org/en/document-library answered HTTP 202 with zero text. The same URL opened in a browser listed 13 documents for 2026, among them a 14 July 2026 Report of the Secretary-General. Measure the extracted text of every page a sweep records as reachable.

A lapsed institutional domain keeps answering 200 under new ownership

A Haitian institutional domain that lapses is re-registered by someone else, a generic template goes up on it, and the Wayback Machine keeps capturing. The newest snapshot for an institution that stopped publishing is often an unrelated page.

edh.ht, the address of the electricity utility, no longer serves the utility. Captures after 2022-12-31 are a different site. pnh.gouv.ht belongs to Presses Nationales d'Haïti, the publisher of Le Moniteur. It resolves and serves nothing over HTTPS. Its 2026-05-14 captures are a generic rewards template filled with placeholder text. Its 2018 and 2019 captures carry the publisher's content.

Read the words on the page before treating a resolving domain as the institution's.

agriculture.gouv.ht and cscca.gouv.ht resolve every subdomain to one catch-all page

Wildcard resolution on those two zones manufactures plausible institutions that have never existed. An early pass of our sweep flagged rna.agriculture.gouv.ht and statistiques.agriculture.gouv.ht as high-value finds. Both return the same 169-byte page as a nonsense subdomain does.

Test a nonsense subdomain against the parent zone before believing any subdomain list, including one you generated yourself.

Le Moniteur is digitized to 1983 at the University of Florida

The Digital Library of the Caribbean and the UF Digital Collections hold digitized issues from 1845 to 1983. That is the deepest run available anywhere.

Digitized coverage stops at 1983. Later issues exist on paper. Their publisher, Presses Nationales d'Haïti, is one of the lapsed domains above.

BRH annual tables close at the end of September

Haiti's fiscal year ends on 30 September and the central bank's annual tables follow it. Converting a BRH annual figure at a December exchange rate puts the dollar value out by 22% for FY2020.

The finance ministry's fiscal tables run on the same year. Check the coverage line printed on the document before assuming the period.

HaitiDocs holds 5,400 documents from these publishers

Each document carries its source, its date and a link to the original file. The library keeps a copy, so the material stays reachable after a publisher takes its file down. The 5,400 documents run to over 255,000 pages.

Everything is searchable in full text, available over a JSON API, and readable by AI assistants through a public Model Context Protocol server. The .ht sweeps run monthly.
