S/PRST/2005/1 : Déclaration du Président du Conseil de sécurité sur Haïti
Résumé: Lue à la 5110e séance du Conseil, le 12 janvier 2005, au titre du point « La question concernant Haïti ». Elle réaffirme le mandat de la MINUSTAH au titre des résolutions 1542 et 1576, presse le Gouvernement de transition de créer sans délai la Commission nationale de désarmement, démobilisation et réinsertion, et appelle au versement rapide des fonds annoncés à la conférence des donateurs de juillet 2004.
Constats Clés
- Reaffirms MINUSTAH's comprehensive mandate as set out in resolutions 1542 (2004) and 1576 (2004), and supports a United Nations presence in Haiti as long as necessary.
- Commends the joint MINUSTAH and Haitian National Police operations against illegal armed groups, while stating that further urgent action is needed on security.
- Presses the Transitional Government to create the National Commission on Disarmament, Demobilization and Reintegration without delay, covering all armed groups and former members of the military, and notes that compensation should form part of a comprehensive and durable solution.
- Renews the appeal for prompt disbursement of the funds pledged at the International Donors Conference on Haiti of July 2004, and calls for help in building a long-term development strategy under the Interim Cooperation Framework.
- Welcomes the release of some individuals held without formal charge or trial and calls for a review of all such cases to ensure due process.
