A one-page chart published by the CNMP that classifies all Haitian public purchasing against the thresholds set by the order of 28 February 2026: purchases outside public procurement, contracts outside the CNMP's prior control, contracts under prior control, and public-private partnerships. For each category it gives the applicable procedure, who decides, and the commission's level of intervention.
