The framework letter for the FY2007-2008 draft finance law, transmitted on 25 June 2007 by Prime Minister Jacques Edouard Alexis to all ministers and authorising officers, together with the outline of the government action programme.

It reports the macroeconomic environment of the first eight months of FY2006-2007 as relatively stable, and attributes that to measures on security and economic governance. Year-on-year inflation stood at 8% at 30 April 2007 against 15.1% in the same period of 2006. The BRH's net foreign exchange reserves totalled close to US$223 million at 31 March 2007 against US$95.27 million a year earlier. Fiscal revenue at 30 April 2007 was 28.05% higher than in the same period of 2005-2006, which the letter reads as an improvement in fiscal yield and a rise in the tax ratio.

For FY2007-2008 the stated intention is to consolidate those gains while supporting economic activity and employment among the social groups affected by poverty. Ministries are asked to draw their sector budgets from the document with economies of scale and real operating needs in mind, and to establish result indicators so that each programme's objectives can be tracked. The letter states the aim of the Public Investment Programme in terms of growth, direct investment, job creation and access to basic social services.
