It also called on all actors to protect the electoral calendar, since free and fair elections were seen as essential to recovery.

This sixth report of the Ad Hoc Advisory Group on Haiti to the Economic and Social Council presents findings from the Group's visit to Haiti from 16 to 19 June 2010, five months after the 12 January earthquake. It documents an enormous displacement crisis, with about 1.6 million people displaced across 1,342 sites at the end of May 2010, mostly around Port-au-Prince, and warns that the sequence from relief to recovery to reconstruction had not yet taken hold. The report examines the newly created Interim Haiti Recovery Commission, co-chaired by Prime Minister Bellerive and former US President Clinton, and the Haiti Reconstruction Fund administered by the World Bank, urging that these mechanisms move beyond project validation to strategic planning aligned with national priorities. It stresses that reconstruction financing offers a historic opening to strengthen the Haitian state, calls for decentralization and a stronger international presence in the provinces, insists that NGOs operate within the Government's action plan, and supports timely elections as a condition for political stability and socioeconomic recovery.
