Full Description

This decree, issued by the Transitional Presidential Council and published in Le Moniteur (Special No. 27, Monday 21 April 2025), amends the General Budget of the Republic of Haiti for fiscal year 2024-2025 (originally set by the decree of 30 September 2024). The preamble cites an unpredictable evolution of the fiscal and economic situation over the year, driven by the security crisis, social disruptions affecting expected tax revenue, and rising urgent security and social-protection spending, requiring an urgent adjustment of budget forecasts while preserving fiscal sustainability. Chapter I revises domestic resources: taxes and duties at GDES 217,535,200,000, budget-support grants and project aid at GDES 67,998,908,435, and internal/external financing proceeds at GDES 37,916,891,565. It also amends several articles of the Investment Code (9 September 2002 law) and the free-zone law (9 July 2002), covering customs/tax exemptions for tourism, agriculture, artisanal and export-oriented enterprises, and revises excise-duty rates on alcoholic and energy drinks.
