Full Description

This decree, issued by the Transitional Presidential Council on the report of the Ministers of Economy and Finance and of Planning and External Cooperation, amends articles 6, 7, 8, 46, 47 and 59-60 of the FY2023-2024 General Budget Law (decreed 28 September 2023). It reduces the overall budget envelope from 320,645,000,000 to 254,820,600,000 gourdes (-20.5% / -65,824,399,999 GDES), reflecting a fall in projected total revenue (recettes totales) from 192,823,375,000 to 172,678,000,000 gourdes (-10.4%) and grants from 70,684,968,850 to 65,969,161,861 gourdes (-6.7%). On the expenditure side, operating credits (dépenses de fonctionnement) are fixed at 165,828,000,000 gourdes and program/project investment credits at 88,992,600,000 gourdes, for total expenditure of 254,820,600,000 gourdes, down from 283,212,380,588 gourdes (-17.8%). Current expenditure falls to 141,024,892,587 gourdes (-13.1%) and capital expenditure to 91,888,364,652 gourdes (-24.0%), while the base budget balance (solde budgetaire de base) rises slightly to 31,653,107,413 gourdes (+3.5%). The decree publishes the detailed rectified operations table (tableau des operations financieres de l'Etat) and the detailed allocation of credits by administrative entity (Pouvoir Executif, Pouvoir Legislatif, Pouvoir Judiciaire, Organismes Independants) and by expenditure title (personnel, biens et services, immobilisations, transferts, dette publique, autres depenses), across roughly 15 pages of ministry-level tables comparing the initial FY2023-2024 projection to the rectified projection and the resulting variation.
