Full Description
This decree, adopted by the Transitional Presidential Council on the report of the Ministers of Economy and Finance, Planning, and External Cooperation, amends the rectified national budget for fiscal year 2024-2025 that had been set by decree of 14 April 2025. It is issued citing the legislative power's current inoperability, which the decree invokes to justify governing by decree on matters of public interest. Chapter I revises the resource estimates: domestic taxes and other domestic resources at HTG 211,785,200,000; budget-support grants and project aid at HTG 67,998,908,435; and internal and external financing proceeds at HTG 37,916,891,565. Chapter II revises expenditure credits: operating expenditure (including current spending, capital immobilization, and public debt amortization) at HTG 206,580,450,000, and program/project expenditure at HTG 111,120,550,000. Chapter III presents the revised table of financial operations (equilibre economique et financier), comparing the April 2025 rectified version to the September 2025 version: the global envelope falls from HTG 323,445,000,000 to HTG 317,701,000,001 (-1.8%), total revenue falls 2.6% to HTG 211,785,200,000, and the base budget balance (solde budgetaire de base) falls 20.2% to HTG 26,212,905,762. Article 4 details the reallocation of credits by administrative entity and expenditure title, with detailed tables by ministry/institution and by section, covering both operating (fonctionnement) and investment (investissement) credits, comparing the April 2025 and September 2025 rectified allocations line by line.
