This barème, issued by the Prime Minister and dated Port-au-Prince, 10 April 2017 (signed Jack Guy Lafontant), sets travel per diem rates across the national public administration by function level. For overseas missions, ministers, senators, secretaries of state, deputies and secretaries-general receive EUR 450 (Europe/Asia/Africa) or USD 450 (other destinations); directors-general, cabinet directors and deputy directors-general receive EUR/USD 400; directors, assistant directors and cabinet members EUR/USD 300; cadres, technicians, other delegated categories, drivers/security agents and consultants/experts/invitees EUR/USD 250. For domestic inter-departmental travel, rates in gourdes range from 8,500 (drivers and security agents) up to 15,000 (ministers and equivalent), with intermediate tiers for directors-general (14,000), directors (13,000), cadres (11,500) and technicians (10,000). The President of the Republic and the Prime Minister are covered by a separate special scale. Special provisions require agents (except senior officials, drivers and security agents) to submit a mission report within 15 days, impose a 3/30 weekly salary deduction for late reports, require all delegation members to co-sign activity reports, mandate a Ministry of Foreign Affairs notification letter for overseas travel by senior officials (except the President), and cap the allowance at 15% of the scheduled amount when the agent does not stay overnight.
