The decree, issued under the 17 mai 2005 civil-service statute revision and the 5 mai 2006 decree creating the Inspection Générale des Finances (IGF), formally defines and regulates the career path and remuneration regime of the IGF, Treasury Public Accountants and Budget Financial Controllers, and sets conditions for integrating existing MEF staff meeting requirements into these new corps; the statutes do not apply to other MEF agents in technical, administrative or support roles. Recruitment is via competitive examination administered through the École Nationale d'Administration Financière (ENAF), with career organized into three classes (Hors-Classe, First, Second) across six equivalent grades and twenty seniority steps (15 normal, 5 exceptional) per corps, each with minimum and average tenure durations set out in detailed tables.
