This decree, dated 5 March 1987 at the National Palace and signed by the National Government Council (Henri Namphy, Williams Regala and Jacques A. François) on the report of the Minister of Economy and Finance, Leslie Delatour, reorganizes the Office du Budget "on new bases" as the Direction Générale du Budget (DGB), still a deconcentrated service of the Ministère de l'Économie et des Finances. Article 1 formally renames it. Article 2 assigns the DGB essential attributions: preparing, in close collaboration with the Treasury Directorate, the annual Finance Law and budget-presentation regulations, and establishing budgetary norms and procedures; overseeing conformity of authorized public spending commitments and proposing in-year modifications to the General Budget; contributing to public-administration operating accounts; managing the public debt with attention to its effects on the balance of payments and economic growth; participating in negotiations of economic and financial contracts and agreements; and determining, jointly with the relevant state bodies, the foreign-exchange costs of investment projects to be booked to the budget. Chapter II sets the organic structure under a Director General assisted by a Deputy Director, comprising four services: Études et Recettes (revenue analysis and forecasting), Budget et Contrôle (expenditure-commitment compliance and public-investment resource oversight), Dette Publique (public debt monitoring, servicing schedules and repayment tracking), and Secrétariat et Intendance (correspondence, personnel, archives and accounting). The decree abrogates all prior contrary laws, decrees and decree-laws and is to be executed by the Minister of Economy and Finance; it is countersigned by the ministers of Interior, Information, Education, Public Works, Commerce, Foreign Affairs, Social Affairs, Justice, Agriculture and Health.
