This report of the Ad Hoc Advisory Group on Haiti, submitted pursuant to ECOSOC resolution 2022/20, covers the Group's work from July 2022 to March 2023, drawing on meetings with national authorities, civil society, BINUH, the UN country team, regional organizations, and international financial institutions. It describes a very challenging situation marked by significant and increasing armed-gang violence during a continuous political deadlock that deepened an already dire socioeconomic and humanitarian crisis, compounded during the period by a new cholera outbreak and alarming food insecurity, with around 4.9 million people facing acute food insecurity. The Group urges that the security and political crises be addressed with urgency, calling for an inclusive national dialogue to restore democratic institutions and a comprehensive approach to re-establishing security, including measures to strengthen the Haitian National Police. It links short-term stabilization to a sustained long-term development strategy addressing the drivers of violence, extreme poverty, unemployment, impunity, and weak institutions, and stresses Haitian ownership and coordinated international support.
