This lessons-learned report documents experiences from the Programme d’Appui à la Gouvernance Décentralisée (PAGODE) implemented in Haiti from 2019 to 2023. The program, funded by the Swiss Cooperation in Haiti, aimed to support national and departmental actors in improving local governance. The report focuses on four key themes: organizational strengthening of civil society organizations (CSOs), capacity building for municipal administrations, the design and operationalization of Local Investment Funds (FILs), and local taxation.
