Key Findings
Full Description
Signed by Minister Joseph Jouthe under reference DEE/BM/012-oct.19 on 28 October 2019, the circular commits the MEF to elaborate, with World Bank technical assistance, a financial strategy for managing disaster risk. It situates the effort within the ministry's 2017-2022 strategic vision and as a complement to steps the Government has already taken on financial risk management, including the acquisition of catastrophe insurance through the Caribbean Catastrophe Risk Insurance Facility (CCRIF). To carry out the work, the MEF will set up an ad-hoc committee drawing on representatives from the Direction Générale du Trésor et de la Comptabilité Publique, the Direction Générale du Budget, the Direction des Études Économiques, the Ministère de la Planification et de la Coopération Externe, and the Ministère de l'Intérieur et des Collectivités Territoriales. The Direction Générale du Trésor et de la Comptabilité Publique will provide the committee's technical secretariat.
