This note circular, signed by Minister of Economy and Finance Wilson Laleau, requests that ordonnateurs and delegated ordonnateurs of the central state administration instruct their administrative and financial services to insert beneficiaries' bank account coordinates into all service contracts starting with fiscal year 2015-2016, as part of accelerating the shift to payment by bank transfer (paiement par virement bancaire, PVB). The requirement applies to contracts with both individuals and service providers, whether covering part or all of the fiscal year, and takes the form of a standard clause specifying the beneficiary's name, account number and bank of domiciliation. The Ordonnateur's office bears full responsibility for the accuracy of the banking information entered into contracts, and the Ministry counts on the cooperation of all parties in applying the measure.
