This note circular, signed by Minister of Economy and Finance Wilson Laleau, requests that ordonnateurs and delegated ordonnateurs of the central state administration instruct their administrative and financial services to insert beneficiaries' bank account coordinates into all service contracts starting with fiscal year 2015-2016, as part of accelerating the shift to payment by bank transfer (paiement par virement bancaire, PVB).
