The Implementation Completion and Results Report evaluates the World Bank's Third Economic Governance Reform Operation (EGRO III) in Haiti, approved in 2009. The operation sought to strengthen public financial management, improve public procurement processes, and enhance management and transparency in the electricity sector. Key objectives included reducing inefficiencies in the electricity sector, modernizing public financial management, and strengthening the legal framework for public procurement. The 2010 earthquake significantly impacted the operation, weakening government implementation capacity and disrupting progress on key indicators.
