The !HS survey covered 10,000 households all over tne country ana was designed to permit conclusions on a "regional" level; i.e., Port-au-Prince metropolitan area, other towns, and rural areas. The income-related data reter to employed persons in different income brackets. Incomes are given on a daily weekly, half-monthly and monthly basis. The large majority of the population (70 percent), especially in rural areas, is shown without specification of corresponding incomes, thus requiring supplementary estimates. 3. Incomes for persons specified by the IHS survey were calculated assuming that every person in a certain income bracket makes an income equal to the mean of that bracket. With regard to the highest income bracket an average of G30,000 a year. was assumed, which is in line with information obtained from the tax administration. 4. The survey gives daily, weekly, half monthly and monthly income figures. To convert these data to annual income figures, an assumption had to be made on the actual annual working time. While for urban areas 250 days of productive work (and thus income) per year was assumed, an average of 175 days per year was adopted for the mostly agriculturally oriented rural areas. These average figures were applied to incomes given on a daily and weekly basis (calculating with 5 working days per week). Half- monthly and monthly incomes were multiplied by 24 and 12 respectively. Although most of the poor people may actually work every day, it is unlikely that they always obtain an income. The above average figures may, therefore, be justified. 5. The shares of employed persons with unspecified income are: 16.5 percent in the Port-au-Prince area, 49.1 percent in other towns. and 77.5 percent in rural areas. It was assumed that these people either do not know their income (which is likely to apply to neonle in the Inwest inromp hrbrkpts) or do not want to reveal it (which is likely to apply to people in the highest income bracket)= Rnth in the Port-au-Prinre nrea nnd in nthe-r tons neonle with unspecified incomes were distributed in proportion to the number of people in the lowest an.d highest income brackets. For rural areas with the extremely high percentage of persons with unspecified income--a fact, which is probably - 25 - due to the prevalence of subsistence agriculture--a somewhat more complicated approach was followed: agricultural labour income 1/ was estimated and then attributed to the different income classes on the basis of average incomes calculated for persons specified by the survey. 6. Total labour income (as estimated according to the above methods) accounted for about G2,720 million or about 61 percent of national income in 1976. The remaining G 1,729 million or 39 percent were considered income from entrepreneurship and property and attributed to people in urban areas falling into the highest income bracket. The assumption regarding the urban residence of these people was derived from the fact that rural areas in Haiti are little attractive and the urban sector comprises even communities with a population of little more than 1,000 inhabitants. Income from entrepreneurship and property was distributed between the Port-au-Prince metropolitan area and the other towns in proportion to total labour income calculated for these areas. 7. The share of non-labour income in national income (39 percent) seems high when compared to the distribution in industrial countries, where the share normally ranges between 20 and 30 Dercent. When compared to other developing countries, however, the :laitian distribution falls into the normal range of 35 to 55 nercent. This distribution between labour and non-labour income reflects both the relation between the different factors of production and the power structure within the sorinl system. 8. It Ls, therefore, to be inferred that substantial amounts of non-labour income are transferred to other countries. 1! In Haiti most peopie active in agriculture are to be considered self- employed or family aides. Thus, in principle, they are remunerated from operating surpluses.. However, not aii tne agricuiturai income is attrib- utable to persons considered economically active in the sector. Part of the income (about 30 percent) is rental and capital income incurred by (absentee) landlords and financial intermediaries. The concept of labour income was therefore, applied. This seems to be most in line with the other incomes speciiically measured by the IHS survey. The agricultural sector's gross value added in 1976 is estimated at G830.6 million in 1955 prices and at G2,084.8 million in 1976 prices. Net value added at factor cost is estimated to amount to about 90 percent of gross value added at market prices; the share of labour, to 70 percent of net value added. - 26 - It is estimated that the outflow of private unrequited transfers and short- term capital amounted to about G200 million in 1976; private sector gross savings, to about G465 million, of which about G330 million may have come from non-labour incomes. Income tax revenues accounted for another G60 million, of which about G56 million may be attributed to non-labour incomes. Savings and income taxes accounted for about 22 percent of non-labour income, transfer for different purposes for another 12 percent. The income share left for consumption was 66-78 percent - shares that again do appear reasonable. 10. With the background of the above deliberations the estimate of non- labour income seems plausible.
