The final performance evaluation of the Limiyé ak Òganizasyon pou Kolektivite yo Ale Lwen (LOKAL+) activity, implemented by Tetra Tech Associates in Rural Development from January 2013 to October 2018, assesses the project's impact on communal government legitimacy through improved governance and service delivery in nine target communes. The evaluation examined the project's relevance to the Government of Haiti's concerns, its effectiveness in improving accountability, transparency, and service delivery, and the sustainability of these improvements. Methods included document review, key informant interviews, focus group discussions, and site visits. The evaluation found that LOKAL+ was effective in increasing tax revenues and improving mayor and staff skills, but had mixed results in improving access to central government funding, transparency, and constituency satisfaction. The legal framework for decentralization was not improved.
