This series\n  is unreliable and is described below.\n\n**SOURCE AND AUTHORITY NOTE.** The national utility is EDH and the sector\nregulator is ANARSE. Neither publishes a connection-rate series that is\nextracted into this platform, so these figures come from the World Bank's\nSDG 7.1.1 electrification dataset (the ESMAP tracking exercise) via WDI.\nLabel them \"SDG 7 tracking estimate\" in prose. EDH's own customer counts\ncover grid clients only and would give a lower and differently-defined\nnumber.\n\n**Access counts a connection, not supply.** A household connected to a grid\nthat delivers four hours a day is counted as having access, as is one with a\nsolar home system. The rise in the total series therefore reflects off-grid\nsolar and mini-grid growth as much as anything EDH has built, and it is\nconsistent with the widely reported deterioration in hours of service. For\nservice quality, read the electricity tariff series and the PHARES site\nassessments rather than this indicator.\n\n**The rural series should not be read as a trend.** In the source it runs\nfrom about 19% in 2003 down to 1.2% in 2019, carries no values for 2020 to\n2022, then reports 2.9% in 2023 and 15.0% in 2024. A jump of twelve points in\none year is a change in method or in underlying survey inputs, not rural\nelectrification. The series is kept because it is the only rural figure the\ntracking dataset publishes for Haiti, and because its level carries the\ncorrect message that rural access is very low. It is excluded from the\ndefault view for this reason.\n\n**Do not difference the two measures.** Rural access is a percent of the\nrural population and total access a percent of the whole country. The urban\nrung of the same dataset is carried on the urbanization indicator.\n",
