Poverty headcounts are survey-based and infrequent:\nHaiti's most recent comparable figures are from 2012, so that series has\nlong gaps and should be read as a structural rather than current reading.\n\n**Data provenance**: country-submitted; WDI applies methodology\nconsistency adjustments but does not independently re-estimate.\nRevisions to prior years follow country revisions on roughly a\n6-12 month lag.\n\n\nAll three measures are pulled from the World Bank WDI API for Haiti (HTI):\n\n TERRESTRIAL ER.LND.PTLD.ZS Terrestrial protected areas (% of total land area)\n MARINE ER.MRN.PTMR.ZS Marine protected areas (% of territorial waters)\n TOTAL ER.PTD.TOTL.ZS Terrestrial and marine protected areas (% of total territorial area)\n\n**Provenance.** The figures come from Protected Planet, which publishes the\nWorld Database on Protected Areas and the database of Other Effective\nArea-based Conservation Measures, maintained by UN Environment's World\nConservation Monitoring Centre with IUCN. National agencies submit\ndesignations; UNEP-WCMC checks and harmonises them. Haiti's designations are\nmade by decree under the Ministry of Environment, whose own register is the\nnational record and would outrank this source if it were extracted; it is\nnot, so this indicator stands alone.\n\n**A stock of legal designations.** The measure is the share of area under\nlegal protection at a point in time, recomputed each year. It changes only\nwhen a designation is added, expanded, or removed, which produces the\nstaircase shape in the series: 0.3% of land through 2016, 1.9% in 2017, 7.1%\nin 2019, 8.6% from 2021, with marine coverage appearing in 2019 and rising in\n2024. Flat stretches are years without new designations.\n\n**Three denominators.** Terrestrial coverage divides by land area. Marine\ncoverage divides by territorial waters, the 12-nautical-mile belt, not the\nexclusive economic zone. The combined measure divides by land plus\nterritorial waters. Because Haiti's territorial waters are large relative to\nits land and are almost unprotected, the combined figure (3.0%) is well below\nthe terrestrial figure (8.6%). Charting the three on one axis invites the\nreader to treat them as parts of a whole, which they are not.\n\n**What this does not measure.** The WDPA records legal status only. It says\nnothing about management capacity, boundary demarcation, staffing, or whether\ncharcoal production, logging and settlement continue inside protected\nboundaries.
