    "en": "**Funding of Haiti's humanitarian appeals**, as tracked by OCHA's Financial\nTracking Service (FTS) and republished through the OCHA Humanitarian API\n(HAPI). For each year the series reports the funding requested (requirements)\nagainst the funding actually received, both in current US dollars, plus the\ncoverage ratio (funding as a percent of requirements).\n\n**Requirements have risen sharply while coverage has fallen.** Appeal\nrequirements climbed toward the high hundreds of millions of dollars in the\nmid-2020s as the crisis deepened. Since the late 2010s the share of\nrequirements actually funded has fallen well below half, leaving a widening\nfinancing gap.\n\n**More than one appeal can run in a single year**, for example a flash appeal\nalongside the main humanitarian response plan, plus contributions recorded\noutside any named appeal. Requirements and funding are summed across appeals\nwithin the year, and the coverage ratio is computed as total funding over\ntotal requirements. In exceptional response years funding can exceed\nrequirements (the 2010 earthquake is the clearest case).\n\n**These are non-sensitive, aggregated FTS figures**, a humanitarian financing\nmonitoring source. They are used here as a context indicator, not as an\nofficial budget or disbursement record.\n",

    "methodology_note": "## OCHA Humanitarian API (HAPI)\n\nHAPI is OCHA's standardized, machine-readable aggregation layer over the\nHumanitarian Data Exchange (HDX). It does not itself produce the underlying\ndata: it republishes, with a common schema and location coding, figures\ncollected by the responsible humanitarian provider. Each indicator therefore\ncites its upstream source:\n\n**Humanitarian funding** comes from OCHA's Financial Tracking Service (FTS).\nIt reports, per appeal, the funding requested (requirements) and the funding\nreceived, in current US dollars. Where more than one appeal covers a year\n(for example a flash appeal alongside the main response plan, plus\nnot-specified flows), requirements and funding are summed across appeals\nwithin the year and coverage is computed as total funding over total\nrequirements.
