    "en": "**How much human capital a child born in Haiti today can expect to\naccumulate, scored across three pillars and broken out by sex.** Twelve\nseries: an overall score and three pillar scores, each for both sexes, males\nand females.\n\n- **Overall**: **141.2 in 2025**, down from 143.5 in 2020.\n- **Education**: **81.2** of a possible 188.\n- **Health**: **38.8** of 50, the only pillar that improved.\n- **On-the-job learning**: **21.2** of 87, down from 23.0 in 2020 and the\n  pillar driving the fall in the total.\n\n**This is HCI Plus, not the classic Human Capital Index.** The familiar HCI\nruns from 0 to 1 and is often quoted for Haiti at around 0.45. HCI+ is a\ndifferent construction on a 0 to 325 scale, so a reading of 141 is not an\nerror and is not comparable with a 0-to-1 figure. Anyone quoting these numbers\nneeds to name the index.\n\n**Four scales, never one axis.** The overall score runs 0 to 325, education 0\nto 188, health 0 to 50, and on-the-job learning -30 to 87. Putting all four on\na single chart would suggest health is a twentieth of the story when in fact\nit is scoring 78% of its own maximum while education scores 43% of its.\n\n**The overall score is the sum of the three pillars**, exactly, in every year\nand for every sex (81.2 + 38.8 + 21.2 = 141.2 for both sexes in 2025), and the\nthree pillar maxima sum to 325. So the pillars may legitimately be stacked\nagainst each other, but the overall score must never be added to that stack.\n\n**Where Haiti's score is weakest, and why.** Education contributes 43% of its\npossible points and on-the-job learning 24% of its, while health contributes\n78%. The pattern says that Haitian children survive childhood at rates far\nbetter than they learn in school or gain skills at work. The 2020 to 2025\ndecline is concentrated in on-the-job learning, which fell 1.8 points, and it\nis larger for women (18.3 to 15.7) than for men (27.3 to 26.4).\n\n**Sex differences run in both directions.** Girls score higher on education\n(82.8 against 79.8) and on health (41.2 against 36.5), and much lower on\non-the-job learning (15.7 against 26.4). The net effect is a lower overall\nscore for women, 139.7 against 142.8. The gap is in what happens after\nschool, not in school.\n\n**SOURCE AND AUTHORITY NOTE.** These are World Bank staff calculations from\nthe Human Capital Project. They are modelled composites built on\ninternational education, health and labour data, not a Haitian statistical\npublication, and the inputs for Haiti are themselves sparse: there has been no\nrecent learning assessment and no recent labour force survey.
