Label these \"EDGAR\nestimate\" in prose.\n\n**The exclusion that matters most for Haiti.** All three measures exclude\nland use, land-use change and forestry. For a country whose central\nenvironmental problem is deforestation and whose households cook largely on\ncharcoal, this leaves out the part of the emissions picture a reader is most\nlikely to be asking about. The measures here describe fuel combustion,\nagriculture, waste and industrial processes.\n\n**Reading the intensity measure.** Carbon intensity has a GDP denominator, so\nit rises when output falls.
