Share of GDP measures national effort: how much of everything the\ncountry produces goes to educating people. Share of government expenditure\nmeasures budget priority: how education competes against other claims on a\ngiven envelope. A rise in the budget share can therefore reflect a *shrinking\nbudget* rather than rising education spending, which matters in Haiti where\ndomestic revenue has been under pressure. Read the two together, and use the\nGDP share, which stays the headline measure, when the question is adequacy.\n\n**The pre-1992 zeros are not observations.** The government-expenditure series\nreports exactly 0.0 for 1981 to 1985 and for 1991.
