Each 10 m pixel is dated to the half-year in which it was first\ndetected as built-up from Sentinel-1 and Sentinel-2 imagery. The value for a\nhalf-year is the area detected by its end, in square kilometers, for the\ncountry and for each department. It is the same product the map's built-up\narea layer draws.\n\n**It is a stock.** A pixel once counted stays counted, so the series only\nrises, and a year's value is its December value.\n\n**Recent half-years read low everywhere.** The index records the date a pixel\nwas first detected, and the producers do not document how that date lags\nconstruction. In every country checked, the 2023 to 2025 pace is well below the 2016 to 2021\npace: 0.44 times for the Dominican Republic, 0.43 for Jamaica, 0.31 for\nGuatemala, 0.37 for Honduras, 0.34 for Senegal and 0.51 for Rwanda. Haiti's\nis 0.19. Compare a recent slowdown with those countries, not with zero.\n\n**The API draws different department lines.** The WSF statistics API does not\nuse the OCHA boundaries the map draws. Summing the raster on the OCHA lines puts\nGrand'Anse 19% above the API figure and Sud 8% below; the other departments\nagree within 4% and the national totals within 1%.\n\n**Buildings, not people.** Households that moved into existing housing, or were\ndisplaced into it, leave no trace in built-up area.
